Anderson Plaza <br /> Decatur, Illinois 62523-1196 <br /> Re: Proposal and Contract to Provide Professional Engineering Services for the Lake Decatur <br /> Mechanical Dredging Feasibility Study of Selected Areas <br /> Dear Mr. Alexander: <br /> Cochran & Wilken, Inc. is pleased to submit this proposal and Draft Contract to provide <br /> professional engineering services for the Lake Decatur Mechanical Dredging Feasibility Study of <br /> Selected Areas as requested. Our services will consist of those tasks as defined in the August 7, <br /> 2000 Request for Draft Contract and as described below. <br /> l. Conduct a site-specific sedimentation survey of the three (3) targeted areas in order to <br /> determine existing and original water depths, and to determine the volume of sediment <br /> within each sub-area. <br /> 2. Obtain two sediment cores from each sub-area in order to analyze for chemical <br /> parameters and grain size distribution to sufficiently characterize for potential excavation, <br /> handling, disposal, reuse and/or reclamation. <br /> 3. Evaluate potential ingress and egress site access considerations such as equipment <br /> mobilization, easement acquisition(s), site access and preparation, sediment transport and <br /> placement, etc. Both normal water level and low water level mechanical dredging <br /> methods will be evaluated. <br /> 4. Prepare estimates of probable cost for planning, design, permit acquisition, ingress and <br /> egress considerations, mobilization, dredging, dredging operations <br /> inspection/observation, sediment retention/disposal, sediment reuse and/or site <br /> reclamation. <br /> 5. Prepare and submit three (3) copies of a Draft Report for City review within 60 days of <br /> the Contract approval date. <br /> 6. Prepare and submit six (6) copies of a Final Report that clearly presents and summarizes <br /> the findings of the feasibility study within 15 business days after City returns the Draft <br />
