Items to include in this ' section are extenuating circumstances unique to this crossing, such as heavier seasonal , traffic, visibility restrictions caused by trees, buildings, etc., proximity of schools and public , buildings, etc., which explain why this crossing should be funded. Approximate costs should be listed for each item of work to be � done. The purpose of ourpro�'ect is to improve a grade separation located in Decatur, Illinois. The current underpass, constructed in 1936, does not meet American Disabilities Act criteria The main Qroblems include the width of sidewalks, the lack of landinqs and handrails for assistance and need for additional overhead liqhtinq. The sidewalks do not meet width criteria for bicycle use Additionally, the crossinq is unsafe due to regular pedestrian usaqe over the railroad tracks. The proiect would ensure ADA compliance, and safety for pedestrians and bicyclers. Last year the Decatur Housing Authority was awarded a Hope VI Grant bv HUD in the amount of $35 million to redevelop the surrounding area, known as the "Near North Area." The improvements to this crossing would qreatly benefit the residents of the area and provide improved safetv conditions. VI. Evidence of Community Effort and Support Any preliminary engineering or planning studies, along with cost estimates, that have been prepared for this project should be included with your application. List any past efforts to improve safety at railroad crossings within applicant's jurisdiction. If any sfudies have been done regarding railroad crossing elimination or consolidation, include that information.
