David Sla e, Professional Standards and Crrants�i� <br /> Reference: 2000 Local Law Enforcement Block Grant <br /> Purpose: The purpose of this memorandum is to gain council acceptance for the 2000 Local <br /> Law Enforcement Block Grant (LLEBG) offered through the Bureau of Justice Assistance. This <br /> grant is a repeat of the block grants the police department has been utilizing for the past four <br /> years. The 1998 grant expires in September of 2000 and the 1999 grant expires in September of <br /> 2001. LLEBGs run for a period of two years. The grant we are applying for will begin in <br /> October 2000 and run until September 2002. <br /> Background: The LLEBG was established within the Bureau of Justice Assistance(BJA) under <br /> the Omnibus Fiscal Year 2000 Appropriations Act. The level of funding for this grant is <br /> $144,491.00. However, The County of Macon has applied as a Disparate Jurisdiction to the <br /> State of Illinois, Office of the Attorney General and was granted Disparate status. An agreement <br /> between Sheriff Roger Walker and Chief of Police Michael Mowen was reached and Macon <br /> County is receiving $23,119 in LLEBG funds, redirected from City of Decatur funding. Macon <br /> County must provide their own local cash match and will be required to make reports to the BJA <br /> regarding the disbursement of those funds. The remaining $121,372 for the City of Decatur <br /> would require a local cash match of $13,486, bringing the total grant amount to $134,858.00. <br /> Funding may be used for any of the seven purpose areas, which range from purchasing <br /> equipment to funding hireback patrols,which are two of the purpose areas we intend to utilize. <br /> The current grant has been used to provide hireback patrols and the purchase of a city mobile <br /> command post for critical incident management. Without this grant money to augment the <br /> current police patrols and to cover the purchase of the mobile command post, funding would not <br /> be available to provide these functions. <br /> Reference: The current offering of block grant funds through the BJA provides additional <br /> funds for continued hireback patrols to enhance the efforts of community policing and crime <br /> prevention. The department intends to use this grant to upgrade our capabilities of networking, <br /> both in-house, intranet and Internet, with new technology and equipment. The department is in <br /> need of an upgrade of our portable phone system for use in crisis negotiations. The current <br /> system is 15 years old and will not function with centrex type phone systems found in hotels, <br /> businesses, hospitals, etc. Additionally, we will use grant funding to provide overtime hireback <br />
