Richard Ryan �`` <br /> Date: Wednesday, October 11, 2000 <br /> Subject: Council Memo--Champaign <br /> Interagency Agreement <br /> The proliferation of extreme workplace and school violence requires that <br /> communities evaluate their ability to respond to and manage this form of crisis. As law <br /> enforcement agencies assess their capability to respond effectively to the types of crisis <br /> which may occur in their jurisdiction, it quickly becomes cleaz that no single agency has <br /> sufficient resources to adequately manage the initial crisis response. Crisis, by its nature, <br /> is time sensitive. The response to prevent primary victimization by an armed person who <br /> has the intent to hann in a school or workplace setting must be quick and efficient. There <br /> is no time, when lives are at risk, for normal bureaucratic processes to unfold when <br /> additional assistance is needed. <br /> Further, the effective management of critical incidents which involve hostage or <br /> barricade situations, bombs or other forms of violence with potential for mass casualties, <br /> requires the deployment of specially trained and equipped personnel. It is not cost <br /> effective for a single community to equip and train enough emergency response personnel <br /> to meet the need when a rare,but critical situation of the type described above arises. <br /> The City of Decatur and the City of Champaign each recognize their individual <br /> capabilities and their limitations with respect to crisis response to situations of the type <br /> described above. The Police Departments of each City recommend that a formal <br /> interagency agreement between the Cities be enacted to enhance the crisis response <br /> capability of both. The resolution and the attached intergovernmental agreement <br /> accomplishes that purpose. City staff will be available Monday evening to answer any <br /> questions. <br />
