The City is responsible for transferring the NWTP to Archer, Daniels, Midland <br /> Company (ADM) in working order. For this reason, the City must replace the boiler to ensure <br /> that the plant is operational at such time the transfer of the plant is finalized. <br /> The plans and specifications for the boiler replacement were prepared by Bainbridge, <br /> Gee, Milanksi & Associates, Inc. (BGM) for the City. The project was advertised for bids and <br /> two bids were received and opened on September 19, 2000.
