Alexander, Lake Manager�� <br /> SUBJECT: Lake Decatur Watershed Resource Management Plan- <br /> Sand Creek <br /> In November of 1998 the U.S.D.A. Natural Resources Conservation Service (NRCS) was <br /> requested by Mayor Howley to assist the City of Decatur in developing a Lake Decatur <br /> Watershed Resource Management Plan to reduce Lake sedimentation and improve the Lake's <br /> water quality. The first phase of the Plan, the Sand Creek Resource Plan Update & Sediment <br /> Reduction Inventory, was completed in May of this year(copy attached). <br /> As discussed in the Sand Creek Resource Plan, the Macon County Soil & Water <br /> Conservation District (MCSWCD) and the NRCS recommend the construction of numerous cost <br /> share projects to improve the Sand Creek watershed of Lake Decatur. <br /> In anticipation of these recommendations, $75,000 in Water Capital funds have been <br /> designated in the City's current budget to assist with these endeavors. These funds will be used <br /> to const�uct sediment basins (farm ponds), farm terraces, WASCOBS (water and sediment <br /> control basins) and streambank erosion control measures. Where possible, the funds will <br /> "piggyback" with existing Federal CRP and State CPP cost share funds. All construction will be <br /> designed and constructed to NRCS standards. <br /> The project will be administered by the MCSWCD since the NRCS cannot directly accept <br /> local government funds for these types of projects. The entire $75,000 will be used exclusively <br /> for cost share items, as the MCSWCD is providing all administrative and support functions at no <br />
