Page 2 <br /> The development of the Springfield Electric site has given cause for greater concern and <br /> more complaints from residents in the area. The site's drainage improvements included a <br /> detention pond constructed in the northwest corner of the site to control the discharge of storm <br /> water as required by City Ordinance. Storm water from the building's roof, parking lot and <br />' landscaped areas drain to this pond. The discharge from the pond is through an 8-inch diameter <br /> pipe that is designed to control the rate of discharge to a rate equal to or less than the 100-year <br /> runoff rate prior to the site's development. This pipe drains directly into the backyard of 3570 <br /> Charles Street and has compounded drainage problems in this and other backyards. <br /> The neighborhood complaints about the drainage from Springfield Electric resulted in the <br />, City Council directing staff to resolve the problem. WVP, a local consultant, was hired to <br /> investigate the problem, prepare a preliminary study and propose a recommendation to correct <br />' the problem. WVP evaluated three basic recommendations in its report submitted to the City. <br /> These are as follows: <br />' Alternate 1: This alternate involves creating an overland conveyance, swale, from the outlet of <br />' the Springfield Electric pipe to Charles Street between the properties 3576 Charles Street <br /> (McQuality) and 35�0 Charles Street (Lake). From Charles Street a graded swale is proposed <br /> across the vacant property on the west of Charles Street and emptying into an existing 24-inch <br /> diameter storm sewer pipe on the southeast side for the former Stephen Decatur High School <br />' property. WVP estimates this work to cost $15,235 including easement acquisition. Easements <br /> will have to be obtained from the two property owners on the east side of Charles Street and the <br /> property owner on the west side of Charles Street. <br /> Alternate la: This alternate is essentially the same as Alternate 1 except that it uses storm <br /> sewer drainage system, a pipe, in lieu of a swale between 3576 and 3570 Charles Streets. WVP's <br /> estimated cost for this alternate is $24,255 including easement acquisition from the same <br /> property owners as for Alternate 1. <br /> Alternate 2: This alternate involves excavating a ditch on the west side of Charles Street north <br /> towards Running Reds Road and then to the west to empty into the 24-inch diameter storm sewer <br /> pipe. This alternate is proposed to have a swale between the same two properties as Alternate l. <br /> This alternate will also require easement acquisitions from the same property owners as for <br /> Alternates 1 and lA. WVP's estimated cost for this alternate is $24,035 including easement <br /> acquisition. If a pipe were installed between the two properties rather than the swale, this <br /> alternate, by City staffls estimate, would increase to $34,035. <br /> WVP did not consider an alternate routing of the storm water to Woodford Street because <br /> of what it considered to be potential diversion of water from one watershed to another. This is an <br /> option that had been brought up in early discussions about this matter between the property <br /> owners, Springfield Electric, its consultant and City staff. <br />
