w •
September 12, 2000
TO: Honorable Mayor Terry M. Howley and City Council Members
FROM: Steve Garm ity Manager
Paul McChan , Mass Transit Administratore
RE: Award of Contract- Transit Planning Study
The Decatur Public Transit system wishes to contract with a consulting firm to perform a transit I
planning study. The proposed study would be a comprehensive review of all operations of the
transit system, including routes, schedules, hours and days of service, etc. On June 19, 2000,
notices of a Request for Proposals were placed in the Decatur Tribune and in a national
publication on mass transit issues, and copies were mailed to local consultant firms. On July
21 st, the proposals submitted were opened in public. The three firms submitting proposals were:
The Corradino Group (Indianapolis, IN)
Perteet Engineering, Inc. (Everett, WA)
TEAM, Inc. (Washington, D.C.)
In compliance with state law, the proposals were evaluated on the basis of the firms' qualifications
and not on a bid amount; none of the proposals contained a cost estimate. After review of the three
proposals, two firms were selected for further consideration: The Corradino Group and Perteet
Engineering, Inc. Telephone interviews were held with these two firms and references were
checked. Based on the information presented and gathered, staff requested that The Corradino
Group submit a draft contract and cost estimate for the proposed transit planning study. The firm
submitted documents showing a not-to-exceed contract amount of$59,976.00.
If approved, the attached resolution would authorize the City Manager to execute a contract with
The Corradino Group for a transit planning study, at their proposed bid amount of$59,976.00.
Staff recommends approval of this resolution to execute a contract. Staff is available to answer
any questions.
