� . <br /> The staff proposes to enter into an agreement with Chadmoore Communications which will <br /> provide four 800 MHz talk groups for the use by the City of Decatur in the event of an <br /> emergency. <br /> These talk groups will be programmed into select radios owned by the City of Decatur, which <br /> will allow us to quickly switch to this system in the event of an emergency. The Chadmoore <br /> radio system will always be on, so there will not be a need to call and activate the system if and <br /> when a need would arise. In addition,the talk groups could be utilized for short periods of time <br /> in the event the current system was being maintained or there was a critical need for additional <br /> radio transmission capability. <br /> The proposed backup will not provide full service equal to our existing system, but will provide <br /> only a minimum capacity during the course of an emergency. Cost for this backup will be $60 <br /> per year for each radio so programmed if paid on an annual basis. This would be a reoccurring <br /> annual cost. <br /> At this time, an analysis of critical city radios by Departments indicates that 406 radios out of the <br /> 516 radios for the City of Decatur would need to be programmed with a total cost for radio <br /> service at $24,360. The one time charge for the programming of the radios by Segno <br /> Communication is estimated to be $10,150 would be in addition to this amount. <br /> Costs for both police and fire departments for the back up system and programming was already <br /> budgeted and will not result in an increase to those budgets. Costs to Public Works would be an <br /> additional $6,360 for the annual back-up system fees (annual basis)plus a one time programming <br /> charge of$2,650 is in addition to their prepared budgets. <br /> Recommendation: It is the recommendation of staff that Chadmoore Communications be <br /> contracted to provide a back-up radio communication system for the City of Decatur. i <br />
