Howley and City Council Members <br /> FROM: Steve G ity Manager <br /> Paul McCh y Mass Transit Administratar ������� <br /> , <br /> RE: Purchase of Two Trolley Replica Transit Coaches for the Public Transit System <br /> If approved, the attached resolution would authoriae the purchase of two (2) trolley replica transit <br /> coaches from Trolley Enterprises, Inc., subject to the review and approval of Illinois Department <br /> of Transportation (IDOT) and the Federal Transit Administration (FTA). The award of the <br /> contract cannot be coinpleted until IDOT and FTA have reviewed and approved it. Federal and <br /> State fundinQ in the amount of $220,000 has been obtained for the purchase of two vehicles. <br /> Unless other funding can be secured, the remainder of the cost would be the responsibility of the <br /> City. <br /> On May 30, 2000, the Decatur Public Transit System advertised for sealed bids for furnishing the <br /> City with the following vehicles: two (2), diesel powered, heavy duty, trolley replica transit <br /> coaches. The required notices were placed in the Herald & Review and in a national, <br /> transit-related publication. Notices were also inailed to 21 known manufacturers and dealers of <br /> this type of vehicle. The fonnal bid opening was held on July 24, 2000. Three manufacturers <br /> subrnitted bids, as shcwn on the attached "Bid Tabulation". All of the bids submitted met all of <br /> the requirements of the bidding process. And each of the bids failed to meet at least one of the <br /> required vehicle specifications. (See attached "Vehicle Information") So, at least one <br /> specification would have to be waived in order to award the contract to any of the three bidders. <br /> In the case of Trolley Enterprises, they proposed a slightly lighter suspension and smaller <br /> iiaiiSiiiiSSivil iilaii iii2 S�ZCii1C"atiOiiS i2C�iiiT2. , <br /> Staff recoinmends that the bid of the lowest bidder, Trolley Enterprises, Inc., be accepted for the <br /> purchase of two (2) trolley replica transit coaches, subject to the review and approval of IDOT <br /> and FTA.
