Swanson, P.E., City Engineer� <br /> SUBJECT: SWTP Corley Landfill and Vulcan Pit Closures <br /> City Project 9421B <br /> The closure plan approved by the Illinois Environmental Protection Agency for the City's <br /> South Water Treatment Plant (SWTP) sludge landfill site requires a security fence to be installed <br /> to restrict access to the property. The Corley site is an old landfill first used by the City to dump <br /> material removed from streets and later used to dispose of sludge from the SWTP. It is located <br /> east of Spring Creek, north of State Route 105, west of Monroe Street and south of the <br /> Sangamon River(refer to attached locale map). <br /> The City awarded a contract to Universal Mechanical earlier this year to construct the fence. <br /> In the process of constructing the fence, it was determined that the Vulcan mining operations had <br /> encroached into the City's property. It was also found that the City's driveway used to access its <br /> sludge lagoons encroached onto Vulcan's property. Bainbridge, Gee, Milanski & Associates, <br /> Inc. (BGM), the City's engineering consultant for this project, recommended that the City <br /> exchange property with Vulcan to correct these minor encroachments. , <br /> A minor subdivision of each property must be prepared so the parcels can be exchanged <br /> between the City and Vulcan. The attached exhibit depicts the parcels involved. Vulcan is I <br /> agreeable to the exchange subject to the City preparing the necessary documents. BGM has ' <br /> submitted a proposal to prepare the required subdivision plats. This will involve BGM locating <br /> existing property boundary markers and setting the new property boundary markers. BGM is <br /> generally familiar with both properties as they have done previous survey work in this area. This <br />
