E.,Traffic Engineer i'�Gl� <br /> SUBJECT: Letter of Intent with the Illinois Department of Transportation to <br /> Improve the Intersection of U.S. Route 51 with Ash Avenue <br /> An item on the agenda for the July 31, 2000, City Council meeting is the approval of a Joint <br /> Agreement between the City of Decatur and the Illinois Department of Transportation (IDOT) to <br /> improve the intersection of U.S. Route 51 with Ash Avenue. This Joint Agreement formalizes <br /> the Letter of Intent approved by Council at its March 20, 2000, meeting. <br /> As with the Letter of Intent, the Joint Agreement indicates that IDOT will contribute up to I <br /> $652,000 toward the intersection improvements to Route 51 and Ash Avenue. This project is <br /> currently under construction with an awarded amount of$894,757.16. <br /> This Agreement outlines three regulatory controls that must be approved by separate ' <br /> ordinances. These are: i <br /> 1. The first ordinance, which becomes Exhibit A to the Agreement, prohibits parking I� <br /> within the project limits. Parking is not currently provided for within the project limits, <br /> therefore, this ordinance will make no substantive change to existing parking in the <br /> area. <br /> 2. The second ordinance, which becomes Exhibit B to the Agreement, requires the City to <br /> regulate the discharge of sanitary sewage or industrial waste water such that it cannot be <br /> drained into storm sewers constructed as part of this project. <br />
