Howley and City Council Memebrs <br /> FROM: Steve Garme ity Manager � <br /> Rolanda Joh s n, Deputy City Manager /� <br /> Amina Evere Neighborhood Services Manager�,7/ <br /> Ralf Pansch, eighborhood Renewal Administrator <br /> Frederick Gar iner,Neighborhood Program Specialis� <br /> SUBJECT: Resolution Authorizing Agreement For HOME Program <br /> Attached to this memorandum is a resolution authorizing the City Manager to enter into contracts with the <br /> City's HOME Program Community Housing Development Organizations(CHDO),the Neighborhood <br /> Housing Development Corporation(NHDC)and the Near Westside Restoration and Preservation Society <br /> (NWRAPS) <br /> Pursuant to the U.S. Deparhnent of Housing and Urban Development's HOME Program regulations,the <br /> City has to allocated 5%of its CHDO funds to operating expense and 15%to project related expense. <br /> Staff is asking for the approval of the attached contracts which will obligate $132,600.00 of FY 99/00 <br /> federal funds to NHDC and NWRAPS. The breakdown of staff recommendations is as follows: <br /> Proj ects <br /> NHDC $64,650.00 <br /> NWRAPS $34,800.00 <br /> Operating <br /> NHDC $21,250.00 <br /> NWRAPS $11,900.00 <br /> NHDC has successfully finished the construction of seven(7)new single family homes ,while NWRAPS <br /> is continuing renovations of several homes in the City's Nearwest side. NHDC is also proposing the <br /> development of an eight(8)unit townhouse complex in an area of Decatur which is in need of <br /> development. This proposed development will directly address the needs of affordable rental units in the <br /> City is identified in the 5-year Consolidated Plan 2000-2004. <br /> Staff will be available to answer questions.
