Smith Water Production Manager <br /> SUBJECT: Corley Landfill Assessment Monitoring Plan <br /> Between November of 1971 and March of 1987,the City removed lime sludge &om the lime <br /> sludge storage lagoons at the SWTP and landfilled this material at a City-owned area west of the <br /> former Corley's Western Wear and south of the Sangamon River. This area is called the Corley <br /> Landfill but is the responsibility of the City. <br /> In 1992, the City received a permit for the landfill from the Illinois Environmental <br /> Protection Agency (IEPA), Division of Land Pollution Control. Since that time, the City has <br /> regularly monitored ground water at the site consistent with the permit requirements. <br /> On August 3, 1999, the City transmitted three copies of its 1998 Annual Report to the IEPA. <br /> In that report, the City identified several conditions at the Corley site which are contrary to <br /> special condition no. 6 of the current permit. These conditions include: <br /> • Dissolved manganese concentrations in the shallow downgradient wells routinely exceed <br /> the Illinois Pollution Control Board Class 1 Standard(150 ug/1); <br /> • Statistically significant increases in the shallow downgradient wells in dissolved chloride, <br /> dissolved manganese, sulfate, and dissolved solids concentrations when compared to the <br /> concentrations of these parameters in the shallow upgradient well; and <br />
