. , . <br /> 1.2 The Phase 1 Environmental Site Assessment shall include a site reconnaissance to observe <br /> current site conditions and interviews with knowledgeable parties regarding current and past <br /> Property usage in the immediate vicinity of the subject Property. The CLIENT shalt provide <br /> free access to all facilities and the names of knowledgeable employees to be interviewed. <br /> 1.3 BODINE shall conduct a review of readily available historical data including Sanborn maps <br /> and aerial photography to determine historical Iand usage. Readily available is defined by <br /> ASTM to mean that access can 6e obtained to the information at little or no chazge within 20 <br /> days. <br /> 1.4 BODINE does not proposes to perform characterization or measure the extent of <br /> contamination, if any, that may be present. If required by the CLIENT, this task would be <br /> performed in subsequent phases of this project or as an additional service requested by the <br /> CLIENT. <br /> 1.5 The environmental site assessment will not be considered an exhaustive examination of the <br /> facility to identify all possible environmental liabilities and non-compliance issues with all <br /> knowledgeable regulations. A reasonable attempt will be made by BODINE to identify <br /> problems in the following environmental areas: <br /> - Waste Management. - Asbestos Containing Materials. <br /> - Site Pernuts. - Wastewater Discharges. <br /> -Potable Water Supplies. - SPCC Requirements. <br /> - Materials Storage 8c MSDS`s. - Storm Water Discharges. <br /> -Undergraund Storage Tanks. - Hazard Communication Programs. <br /> - PCB Containing Equipment. -Previous Uses of the Properties. <br /> - SARA Title III Reporting. - Air Pollution Emissions. <br /> 1.6 BODINE will prepare a written report which will include findings and conclusions drawn as <br /> a result of the environmental site assessment conducted in accordance with this Section. The <br /> report shall be for the use of the CLIENT. <br /> 1.7 As part of the assessment, the questionna.ire portion concerning environmental liabilities <br /> (Section I�of the disclosure document found in the Illinois Responsible Property Transfer <br /> Act(IRPTA) (Ill. Rev. Sta. Ch. 30 Paragraph 901 et sec� will be completed. <br /> 1.8 An IRPTA review will be conducted on the Property and address the physical setting of the <br /> Property, buildings or facilities on the Property, permit and enforcement history of the <br /> Property,and identification of potential cont�uninants on or near the Property as they wauld <br /> effect the possible real estate transaction of commercial properties in Illinois. <br /> Privileged&Confidential: <br /> Prepared for the City of Decatur <br /> BODINE ENV/RONMENTAL SERVICES, INC. <br />
