J. . <br /> As you know, I am the legal counsel for Real Estate <br /> Investors of Decatur, LLC. (REID) REID has recently con- <br /> tracted to purchase Fairview Shopping Center and they <br /> have completed the purchase and closing on 134 E . Main <br /> Street, formerly the Illinois Power powntown Center . <br /> Further, as you know, we have repeatedly requested <br /> that Fairview Shopping Center remain in the tax increment <br /> financing district and likewise we have requested a de- <br /> veloper' s agreement in order to revamp the Fairview Shop- <br /> ping Center . The shopping center has become vacant, run <br /> down, and is in dire need of repairs, marketing and rede- <br /> velopment . It is our belief that with the assistance of <br /> a developer' s agreement with the City of Decatur my cli- <br /> ents can accomplish these goals . <br /> In exchange for removing the Fairview Shopping Center <br /> and related territory from the tax increment, we would <br /> agree to enter into the proposed developer' s agreement <br /> for Fairview Plaza . <br /> I also wish to advise you that we will probably take <br /> title to Fairview Plaza in a separate entity and there- <br /> fore, we will assign all contract rights in a developer' s <br /> agreement to the purchasing entity. <br />
