. t
•r
DECATUR FIRE DEPARTMENT
Memorandum
00-04
Date: June 14, 2000
To: Honorable Mayor Terry M. Howley and City Council Members
From: Steve Garman, City Manager
Leslie Albert, Fire Chief
Re: Purchase of 2 fire engines and 1 aerial truck II
Purpose:
The purpose of this memorandum is to secure Council approval for the purchase of 2 fire
engines, 1 aerial truck and the equipment to furbish the apparatus. The recommendation from
Fire staff is that we purchase these vehicles and equipment from the Northwest Municipal
Conference for a cost of$1,130,418.
Background:
In February 2000, Fire Department staff learned of the Northwest Municipal Conference
(NWMC). The NWMC is a group of fire service agencies in northeastern Illinois, that pooled
their resources for purchasing powers. Through a sealed proposal process, Pierce Manufacturing,
represented by Global Fire Equipment, Inc., was awarded the vehicle contract. Pierce is the fire
equipment that Decatur Fire has been purchasing previously. Our mechanics are familiar with
the equipment and maintenance issues. The NMC is allowing other fire agencies to join them
with this purchasing agreement. This agreement is very similar to a state bid pertaining to fire
apparatus.
The Fire Department staff is requesting the purchase of 2 fire engines, 1 75' aerial truck
and the equipment needed to furbish each for a total of$1,130,418. The cost savings of using
this agreement over purchasing them without the agreement is approximately$123,000.
This equipment will be purchased from the Equipment Replacement Fund.
