S. Business Route 51 South Improvements <br /> Lincoln Park Drive to U. S. Route 51 Bypass <br /> The Illinois Department of Transportation (IDOT) plans to make improvements to U. S. <br /> Business Route 51 South beginning at Lincoln Park Drive south to U. S. Route 51 Bypass just <br /> north of Elwin (refer to attached project locale map). IDOT is in its study phase for this project. <br /> The planned improvements include resurfacing the existing pavement; geometric improvements <br /> at Medial and Imboden Drives; a new traffic signal at Lake Shore Drive and Martin Luther King <br /> Jr. Drive; modernizing traffic signals at Business U. S. 51 and Southland / First Drive; replacing <br /> curb and gutter; replacing concrete median; and other related work. <br /> IDOT has informed City staff that it expects the City to share in the cost of new traffic <br /> signals at Lake Shore Drive and Martin Luther King Drive and the modernization of the traffic <br /> signals at Business U. S. 51 and Southland / First Drive. The City's share of the cost for these <br /> traffic signal improvements, including design, is estimated to be $9,750.00. IDOT has sent a <br /> Letter of Intent (copy attached) to the City asking that the City agree to its share of the cost for <br /> these traffic signal improvements and other City responsibilities expected by IDOT. The other <br /> responsibilities include approval of the portion of the plans and specifications relating to City <br /> maintenance or jurisdictional control; motor vehicle parking within the project limits; prohibiting <br /> discharge of sanitary sewage and industrial waste into storm sewers; regulating encroachments; <br /> and relocating or adjusting City owned utilities in conjunction with IDOT's improvements. <br />
