Coll' s, Jr., Assistant Cit y Mana ger for Inte g�'ernmental Pro g rams <br /> Paul McCh cy, Mass Transit Administratorp�y� <br /> / <br /> RE: Purchase of Buses for the Public Transit System <br /> If approved, the attached resolution would authorize the purchase of thirteen (13) buses from the <br /> Gillig Corporation, subject to the review and approval of Illinois Department of Transportation <br /> (IDOT) and the Federal Transit Administration (FTA). On April 3, 2000, the Decatur Public <br /> Transit System advertised for sealed bids for furnishing the City with the following vehicles: <br /> thirteen (13) , diesel powered, heavy duty, thirty foot (30'), low floor transit coaches. The <br /> required notices were placed in the Herald & Review and in a national, transit-related <br /> publication. Notices were also mailed to 37 known manufacturers and dealers of this type of <br /> vehicle. <br /> The formal bid opening was held on May 19, 2000. Three manufacturers submitted letters of <br /> regrets and no bid. One submitted a bid as an "alternate", since that manufacturer "would have <br /> to take many exceptions to your (Decatur's) specifications." That bid is not considered to be a <br /> responsive bid, and must be disregarded. Only one firm, the Gillig Corporation, submitted a bid <br /> that met all of the vehicle specifications, and met all of the other requirements of the bidding <br /> process. Their bid for the thirteen (13) buses, not including the optional spare power train, is <br /> $3,122,079.00. <br /> As shown on the attached "Exhibit B", funding for these 13 buses is to be provided by IDOT and <br /> FTA. No local funds are required. The award of the contract cannot be completed until IDOT <br /> and FTA have reviewed and approved it. Since there was only one responsive bid, they will <br /> require that the Gillig Corporation justify their bid, to prove that the price is reasonable. The <br /> bidder must also submit information proving that the proposed vehicles (components and <br /> assembly) will meet FTA's "Buy America" standards. Finally, the bidder must demonstrate <br /> compliance with the Federal Motor Vehicle Safety Standards (FMVSS) regulations. Once these <br /> requirements are satisfied, IDOT and FTA will approve the contract, and the City may then <br /> execute the purchase order. <br /> Staff recommends that the bid of the Gillig Corporation be accepted for the purchase of thirteen <br /> (13) buses, subject to the review and approval of IDOT and FTA.
