This water is treated and then put into
the City's water distribution system. Presently the RWPS controls are connected to the SWTP
through underground wires that enable staff to operate and monitor operations and conditions at the
RWPS.
This existing control system needs to be replaced with a radio telemetry system so the
RWPS can be incorporated into the Supervisory Control and Data Acquisition (SCADA) system
being implemented by the City. It is timely for this work to be done as the existing underground
wires are failing and the cost to replace the wiring is considerably more expensive than converting
to a radio system. When the SCADA system is fully implemented it will provide staff with an
improved and timely method of collecting and analyzing data to better monitor, operate and
manage the various aspects of the City's water supply, treatment and distribution system.
The design of this new system cannot be done by staff because of the complexities
associated with radio communications, the processing of data and required hardware and software.
A request for statements of qualifications and proposals was sent to several private consultants
capable of providing the needed services for this project. Four proposals were received in response
to this request. Proposals were received from Crawford, Murphy & Tilly, Inc.; Donohue &
Associates; ICCS; and PC & E, Inc. PC & E, Inc. was determined by staff based on the submitted
proposals to be the preferred consultant to provide the services for this project.
