r. <br /> . , <br /> DECATUR POLICE DEPARTMENT <br /> MEMORANDUM#00-22 <br /> April 14, 2000 <br /> To: Honorable Mayor Terry Howley and City Council <br /> From: Steve Garman ty Manager <br /> Commander ard Ryan - Acting Chief of Police� <br /> Commander M chael Buckley -Emergency Communications Division ��� <br /> Subject: Use of City of Decatur Voice 800 MHz Trunking Radio System by Macon <br /> County Law Enforcement Agencies <br /> PURPOSE: This memorandum is provided to secure council acceptance of an interagency <br /> agreement between the City of Decatur and the Decatur Park District to utilize the City of <br /> Decatur 800 MHz Radio System for the use of law enforcement personnel. <br /> BACKGROUND AND RECOMMENDATIONS: In December of 1999, the Macon County <br /> Sheriff and all local municipal law enforcement agencies came onto the City of Decatur 800 MHz <br /> radio system. This allowed for easier coordination of radio services through the Decatur Police <br /> Department Emergency Communication Center, which as the responsibility for dispatch and <br /> radio operations for all police and fire agencies in Macon County. The Decatur Park District has <br /> requested permission to utilize the City of Decatur 800 MHz radio system for law enforcement <br /> purposes by adding approximately 7 radios to the system. <br /> The coordination of police services in the event of natural disasters, emergency situations, <br /> community events, and civil unrest can best be performed by allowing members of various police <br /> agencies to communicate directly on the same radio system without requiring intervention of <br /> dispatch personnel to relay messages. The utilization of the City of Decatur 800 MHz trunked <br /> radio system by the Decatur Park Police will allow this communication link. <br /> Cunently the City of Decatur has adec�uate spare capacity in the radio system to allow for these <br /> additional users. As part of the interagency agreement, the Decatur Park District will be paying a <br /> monthly fee of$8.00 per month, the same as all other non-City of Decatur law enforcement <br /> agencies. These funds will be used to assist the City of Decatur in purchasing additional <br /> equipment to restore the capacity of the system as needed. Once the spare capacity has been <br /> returned to the system, the fees charged to these users will be equal to the average maintenance <br /> fees prorated to all divisions within the City of Decatur. <br /> The Macon County Sheriff has formally agreed to allow the Decatur Park District Police to <br /> utilize the 4 talk groups assigned to the sheriff. In addition, these radios will be programmed <br /> with three Special Event talk groups and two City of Decatur Operations talk groups. The <br /> Decatur Park District Police are the last major local law enforcement agency to come on to the <br />
