LEGAL DEPARTMENT MEMORANDUM <br /> NO. 2016-03 <br /> March 28,2016 <br /> TO: Honorable Mayor Moore Wolfe and City Council <br /> FROM: Tim Gleason, City Manager <br /> Wendy Morthland, Corporation Counsel <br /> Amy Waks, Assistant Corporation Counsel <br /> SUBJECT: Amendments to Chapter 29—Administrative Adjudication of Offenses ��� <br /> SUMMARY RECOMMENDATION: Staff requests that Council pass the <br /> proposed ordinance amendment regarding Chapter 29, amending Section 9 <br /> allowing for the substitution of community service work for a fine imposed. <br /> BACKGROUND: Staff has observed that some persons found in violation of <br /> ordinances after an administrative adjudication are unable to pay fines imposed <br /> due to economic circumstances or age. Allowing for community service to be <br /> substituted for a fine will still impose a penalty for violations but will offer an <br /> alternative to a monetary penalty. <br /> RECOMMENDATION: Staff recommends the suggested amendments to Chapter <br /> 29, Section 9. <br /> POTENTIAL OBJECTIONS: There are no known or expected objections. <br /> INPUT FROM OTHER SOURCES: <br /> STAFF REFERENCE: <br /> Amy Waks,Assistant Corporation Counsel, at 424-2807. <br /> BUDGET/TIME IMPLICATIONS: None <br />
