Collins, Jr., Assistant Cit Mana er for Inter oven�mental Pro rams <br /> Y g g g <br /> Paul McChancy, Mass Transit Administrator� C <br /> ( �_ <br /> RE: FY 2001 Transit Planning Grant <br /> Each year the Illinois Department of Transportation (IDOT) allocates funds for planning studies <br /> to be done by transit agencies. This year IDOT has allocated $32,778 to the Decatur Public <br /> Transit System. This amount would be matched by $8,195 of City funds, which have been set <br /> aside in the budget under Fund 72: Mass Transit Study. The proposed study to be funded is a <br /> comprehensive review of the operations of the transit system: <br /> 1. To collect detailed data on all facets of the present fixed-route transit system; <br /> 2. To assess public opinion regarding the level of service now provided; <br /> 3. To measure the unmet demand for fixed route transit service; <br /> 4. To measure the effect that the current fare structure has on ridership; <br /> 5. To identify and evaluate internal operational deficiencies; <br /> 6. To determine the appropriate service area, routes, number of vehicles in service, days <br /> and hours of service, fares, etc.; and <br /> 7. To recommend the optimum transit system to meet the needs of the public, while <br /> staying within the established financial and political limitations. <br /> If approved the attached resolution would authorize the City Manager to execute a grant <br /> agreement with IDOT.
