The duration of the closure may range from I, <br /> several days, as is the case during the Decatur Celebration, to a few minutes, as is the case during <br /> a number of"annual"run events. The Illinois Department of Transportation has historically been <br /> very lenient with their application of state law which places very strict statutory requirements on <br /> any municipality which temporarily closes a State right-of-way. <br /> Recently, the City learned that the IDOT region with jurisdiction now will require more <br /> strict adherence to the statute which, among other things, requires that the affected municipal <br /> government take formal action to provide for the statutory requirements which are necessary for <br />� IDOT to grant a permit for each event. City Staff engaged in dialogue with IDOT resulting in an <br /> agreement that one annual resolution, providing for statutory requirements, would meet the <br /> "formal municipal government action" requirement for event permits. The attached resolution, <br /> renewed annually, will meet IDOT requirements so that permits can be issued in a timely manner <br /> for events and will avoid a requirement for formal Council action for each requested event. <br /> Attachment <br /> cc: John W.
