NIlNUTES OF THE MEETING <br /> OF THE <br /> JOlNT REVIEW BOARD <br /> OLDETOWNE REDEVELOPMENT PLAN <br /> OF THE CITY OF DECATUR, ILLINOIS <br /> Thursday, March 23, 2000, 3:00 P.M. <br /> City Council Chambers, Decatur Civic Center <br /> ------------------------------------------------------------------------------------------------------------------ <br /> The March 23, 2000 meeting of the Joint Review Board regarding the O1deTowne <br /> Redevelopment Plan of the City of Decatur was called to order at 3:08 P.M. in the City Council <br /> Chambers, Third Floor of the Decatur Civic Center by City Representative M�Forgey who <br /> determined a quorum was present. <br /> Board Members Present: Max Forgey, William Clevenger, James Hendrian, Greg Florian, <br /> Rob Owen, Shirley Moore <br /> StaffPresent: A. J. Krieger, John Couter, Lori Nale <br /> Mr. Forgey welcomed all in attendance and introduced those present. <br /> A community representative was needed to complete the Board membership. Mrs. Shirley Moore <br /> was named as such. <br /> It was moved and seconded (Owen/Clevenger) to appoint Mrs. Shirley Moore as the community <br /> representative to the Joint Review Board. Motion carried unanimously. <br /> Mr. Forjey stated the mission of the Board was to determine whether blight or conservation area <br /> criteria were present within the redevelopment project area. <br /> Mr. Owen was named as Chairman of the Joint Review Board. <br /> Mr. Kurt Froehlich, Attorney, was present to represent the Joint Review Board. Mr. Froehlich <br /> stated that the focus of the board is nanow and under the Tax Increment Financing (TIF) Act the <br /> Board's purpose is to review the subject area and give an indication as to whether or not it <br /> qualifies. Guidelines were distributed to the board members. Mr. Froehlich stated that the <br /> feasibility report was previously given to the board. <br /> Mr. Owen asked about the consequences should the area not satisfy the criteria for either a <br /> blighted area or a conservation area. NIr. Froehlich stated that the Board is basically advisory and <br /> the recommendation of this Board would not stop the City of Decatur from�oing forward with <br /> the project. He stated that it could cause a cloud over the project and there would be an <br /> agreement between the City and the developer and the developer might be skeptical. Should the <br />
