Krieg r sistant City Ma for Economic and Urban Developmen <br /> Max Forgey, S nior Planner <br /> Hala Ahmed, nvironmental anne� <br /> SUBJECT: Subsidy of Compost Bins <br /> This is to propose that the City sponsor another Compost Bin Sale for Decatur residents on <br /> Saturday May 20, 2000. <br /> �On October 2, 1999, the City of Decatur used grant funds to sponsor a Compost Bin Sale. The <br /> City contracted with Norseman Plastics to conduct the sale and contributed $15,000 to subsidize <br /> the cost of the bins which were reduced to $20 from their original price of$35 each. The subsidy <br /> also included advertisement and promotion. On that day approximately 1,029 bins were sold out <br /> of a total of 1,250. Norseman specialists were available on site and answered residents' questions <br /> on composting and bin handling. <br /> Compost bins have proven to be a useful method for disposal of waste in general and yard waste <br /> in particular. Staff recommends conducting another bin sale. We researched various compost bin <br /> retailers and most of them require outright purchase of bins, no subsidy option being offered. <br /> After negotiation with Norseman, Staff recommends subsidizing the bins after the sale. This way <br /> the company will conduct the one-day sale and residents can purchase bins for $20 (plus tax). <br /> The company will provide us with records of all the bins sold that day and then the City will <br /> reimburse them $15 for each bin sold. The maximum subsidy will be $15,000 (i.e. 1000 bins). <br /> This is appro�mately the same number of bins sold last year and we anticipate a similar result this <br /> year. <br /> Norseman provided a complete proposal of the event and a confirmation of acceptance (See <br /> Attachment A). Staff recommends approval of the attached resolution authorizing the City <br /> Manager to sign the confirmation of acceptance. <br />
