i.x`,'
  I/

IMAGE IA :
September 16, 1999
William A. Ratekin
Engineering Division
City of Decatur
#1 Gary K. Anderson Plaza
Decatur, IL 62523-1196
RE: RFQ —Aperture Card Scanning
Mr. Ratekin:
Thank you for the opportunity to bid on the aperture card scanning project that the City is
considering. We have a tremendous amount of experience in scanning engineering
drawings, as can be seen in the projects that we currently have in progress: City of
Beaverton (OR), City of Lake Oswego (OR), Port of Portland (OR), Washington State
Department of Transportation Bridge Preservation Division (WA). If you select our firm
after reviewing this proposal, you can feel confident in the experience and quality of work
that we perform.
Scope of Work
Scanning
ImageMax will receive aperture cards sent via UPS from the City of Decatur and
provide scanning services for all cards provided by the City. Cards will be scanned at
400dpi to CCITT Group 4 TIFF format. Every effort will be made to identify the
correct reduction ratio settings for the cards received so that images will be scanned
at the proper scale (400 image pixels equal to 1 paper inch on the original drawing).
Using the specifications of this project, an original 18"x24" drawing microfilmed to
aperture card should be 7200 pixels wide by 9600 pixels high after scanning.
Images will be delivered to the City with proper orientation so that no additional
rotation is required when viewing the images. Images will be despeckled to reduce
file size and eliminate some of the "noise" created by particulate matter on the film
portion of the aperture card. Images will be cropped to the drawing border, removing
the unneeded extra white space around the outside of the drawing. Images will be
written to CD-R. One master and one copy will be provided and each CD set will be
arranged in a logical order based upon the type of images that are in the scanning
batch.
Scanning Cost $0.75/ card
14915 SW 72nd Ave. • Poreland, OR 97224 Voice: 503-620-3333 • Fax: 503-C84-0482
1-8U0-227-7859 • www imagemax.cm
