Howle and Cit Council Members
Y riY Y Y
FROM: Steve Garm ity Manager
Rolanda Jo s n, Deputy City Manager
Amina N. Ever tt,Neighborhood Services Manager!
SUBJECT: Resolution Authorizing City of Decatur Consolidated Plan 2000-2004
The City of Decatur is an entitlement community as determined by the U. S. Department of
Housing and Urban Development. As an entitlement community the City is required to submit a
five year Consolidated Plan that profiles the communities needs and resources, and documents
community developed priorities and strategies to address those needs. Staff have worked
diligently to develop the plan in concert with agencies, service providers, institutions and all
citizens and residents of the City of Decatur. The five year Consolidated Plan also includes a one
year strategy which will guide the use of nearly$2.6M in HUD funds for public services,
residential and senior rehabilitation programs, Homebuyer programs, Community Housing
Development Organization activities and Near North redevelopment activities. A Neighborhood
Revitalization Strategy is also included which provides an assessment, strategy and benchmarks
in support of expanded programs in the urban central core of the City. Excerpts from the plan are
attached for your review. A complete copy of the plan is on file with the City Clerk.
The Plan is due to HUD not later than March 15, 2000. Staff is requesting approval of the
attached resolution to allow for timely submission of the Plan.
Staff will be available to respond to questions.
