Collins Jr. Director of Communit Develo ment Plannm �nd Transit <br /> > > Y p � 8 <br /> Paul McChancy, Mass Transit Administrator��a <br /> RE: Amendment to Resolution No. R2000-02 <br /> On January 18, 2000, the Decatur City Council passed a resolution to approve Amendment No. 2 <br /> to State Grant No. CAP-97-569-FED to increase the number of transit coaches to be purchased <br /> from seven to nine. Section 2 of that resolution "authorized and directed" the City Manager and <br /> City Clerk to "sign, seal and attest" the amended grant agreement. Section 3 stated: "That the <br /> City Manager of the City of Decatur is hereby authorized to provide such information and to file <br /> such documents as may be required to perform the Agreement and to receive the Grant." The <br /> grant administrators at IDOT have taken Section 3 to mean that only the City Manager is <br /> authorized to sign�communication relating to this grant. Prior to this resolution, staff was <br /> permitted to sign the necessary, day-to-day paperwork and requests for documentation; the City <br /> Manager was only required to sign grant applications, grant agreements/contracts and other <br /> formal documents. This is the standard procedure for every other transit grant. It is used <br /> because it speeds up response times and reduces unnecessary paperwork. <br /> If approved, this amended resolution would re-approve Amendment No. 2 to State Grant No. <br /> CAP-97-569-FED, but Section 3 of Resolution No. R2000-02 would be deleted. Staff is <br /> available to answer any questions. <br />
