��f �F�9�, <br /> _ c <br /> v �o <br /> ���:� <br /> '/[l I N O�S� <br /> February 1, 2000 <br /> PUBLIC WORKS MEMORANDUM <br /> NO. 2000 - 04 <br /> MEMORANDUM TO: Honorable Mayor and City Council <br /> FROM: Steve G ity Manager ` <br /> Bruce Mc a P.E., Director of Public Works <br /> Stephen P. w son, P.E., City Engineer�� <br /> SUBJECT: Grant of an E sement to Illinois Power Company <br /> The City's Engineering Division was contacted by Air Float-HSI Systems of Decatur about <br /> an easement being granted to the Illinois Power Company (IP) for a new electrical service to Air <br /> Float's facility on McBride Street (refer to attached locale map). It had been determined by IP <br /> that the best route from the nearest available electrical feed for the new electrical service was <br /> across property owned by the City. This property was acquired in 1984 by the City and is used as <br /> a storm water detention pond. <br /> IP's engineer advised City staff that IP could not put an overhead line acrass the detention <br /> pond because the span distance was too great and clearance conflicted with other overhead <br /> facilities and the railroad. IP's proposal was to install an underground conduit across the pond. <br /> Staff advised IP that the pond would have standing water in it at times and the pond bottom <br /> would likely be wet for most of the year. IP designed and had the underground electrical <br /> crossing installed to meet the site conditions. The electrical conduit was encased and buried to a <br /> depth not to interfere with future City operation and maintenance activities. IP was given the <br /> approval to proceed with the installation by City staff in consideration of enabling Air Float to <br /> proceed with planned facility upgrades with minimal delays. <br /> It is required that the City grant IP an easement across its property for this electrical line. IP <br /> has forwarded to the City an easement(copy attached) for the City to execute. There is no cost to <br /> the City for this easement or the installation of the electrical line. <br />
