,r r � <br /> any point within the dispatch system or microwave link, the back up for the dispatch center is to <br /> utilize portable radios to continue operations until necessary repairs are made. In 1999 there <br /> were several occasions when failure of either the microwave, circuit boards within the CEB or <br /> power systems supporting either of these functions necessitated the use of the portable radios for <br /> Decatur Police and Fire Operations. The use of these portables were found to be unreliable and <br /> constituted a hazardous situation for police and fire units not being able to communicate reliably <br /> with the dispatch center. <br /> An analysis of the problems were conducted in conjunction with Segno Communications who is <br /> responsible for the maintenance of the radio system. It was determined that there was a need to <br /> install small antennas within the building which would be linked to a repeater system that would <br /> bypass the consoles, CEBS and microwave and allow portables to communicate directly with the <br /> tower. This system has been designed with a stand-alone Uninteruptable Power Supply(UPS)to <br /> isolate this from failures of the primary UPS for the LEC. <br /> Segno was identified as a sole source provider for the following reasons: <br /> 1. Segno, as the authorized service center for Motorola, has the contract for routine <br /> maintenance of the voice radio system for the City of Decatur and the responsibility to maintain <br /> this system on a 24 hour / 7 day a week basis. As such, they have the knowledge of the system <br /> structure and access to all parts of the system. <br /> 2. Segno has experience in installing these types of relay systems, having done so for <br /> ADM due to the same problems that we have experienced. <br /> The project proposes to install a repeater in the penthouse of the LEC with an external antenna <br /> with direct line-of-sight to the primary system antenna located at 2600 N. Jasper. Distribution <br /> lines with small antennas will be placed in the lower level of the LEC to provide total saturation <br /> of critical areas including the Administrative Offices (city and sheriffl, Command Offices (city <br /> and sheriffl, the Emergency Services and Disaster Agency, and the Communication Center. <br /> Installation will be performed by Segno staff in conjunction with the Decatur Building <br /> Commission and all materials and workmanship will be warranted for a period of one year. The <br /> cost of this project is $19,995.00. <br /> The funds for this project have been provided by the Decatur Building Commission specifically <br /> for capital improvements for the LEC on behalf of the Decatur Police Department, and are <br /> contained in the Decatur Police Department budget. This project has received the approval from <br /> the Decatur Building Commission as a capital improvement under their guidelines. <br /> Recommendation: It is recommended that the City Council approve and authorize the <br /> expenditure of $19,995.00 for the purchase and installation of this repeater antenna system for <br /> the Law Enforcement Center as proposed. <br /> Attachment <br />
