Mowen, Chief of Police rn.,K-rn <br /> Subject: Use of City of Decatur Voice 800 MHz Trunking Radio System by Macon County <br /> Law Enforcement Agencies <br /> PURPOSE: This memorandum is provided to secure council acceptance of interagency <br /> agreements between the Macon County Board (on behalf of the Macon County Sheriff, the <br /> Emergency Services and Disaster Agency, Coroner and Probation Services), the City of Maroa, <br /> and the Villages of Mt. Zion, Warrensburg, Niantic, Oreana, Blue Mound, and Argenta to utilize <br /> the City of Decatur Voice Trunking Radio System for the use of law enforcement personnel. <br /> BACKGROUND AND RECOMMENDATIONS: In February of 1995, the City of <br /> Decatur Police Department accepted the duties of dispatching police and fire services for all of <br /> Macon County in exchange for Macon County accepting the duties all records keeping functions. <br /> Since that time, major improvements have been made to the Communication Center to enhance <br /> the capabilities of coordinating police services to better serve the public. The utilization of the <br /> City of Decatur trunking radio system is one additional step in that transition. <br /> The coordination of police services in the event of natural disasters, emergency situations, <br /> community events, and civil unrest can best be performed by allowing members of various police <br /> agencies to communicate directly on the same radio system without requiring intervention of <br /> dispatch personnel to relay messages. The utilization of the City of Decatur 800 MHz trunked <br /> radio system will allow this communication link while providing enhanced radio service for law <br /> enforcement through out Macon County. <br /> Currently the City of Decatur has adequate spare capacity in the radio system to allow for these <br /> additional users. As part of the interagency agreements, Macon County and Mt. Zion will be <br /> paying an up-front fee ($15,000 and $2,000 respectfully) as well as all users will be paying a <br /> monthly fee of$8.00 per month. These funds will be used to assist the City of Decatur in <br /> purchasing additional equipment to restore the capacity of the system as needed. Once the spare <br /> capacity has been returned to the system, the fees charged to these users will be equal to the <br /> average maintenance fees prorated to all divisions within the City of Decatur. <br /> The Macon County Sheriffwill be provided with 4 talk groups for use by the sheriff and all <br /> non-City of Decatur law enforcement agencies. Mt. Zion will be provide with one additional talk <br /> group for use by that agency. In addition, all non-City of Decatur radios will be programmed <br /> with three Special Event talk groups and two City of Decatur Operations talk groups. This will <br /> I <br />
