CITY OF DECATUR <br /> REQUEST FOR PROPOSAL <br /> I. L�iTRODUCTION <br /> �. GeneralInformation <br /> The City Council of the City of Decatur, Illinois, is soliciting Requests for <br /> Proposals from qualified consulting firms to prepaze a study of the Decatur Fire <br /> Department. The primary objective of the study is to assess the Decatur Fire <br /> Department with other departments in central Illinois,to assess the present and future <br /> needs of the city regazding the addition or reduction of fire stations and personnel <br /> for fire and related emergency services, possible fundi.ng resource for additions, <br /> and to recommend changes in the fire department to assure the city's level of service is <br /> being met now and will continue to be met over the next ten years in an effective and <br /> " efficient manner. Consideration should be �ven to the improvement of our Insurance <br /> Service Office (ISO)rating. <br /> The consultant is expected to conclude its study of the department in a wTitten <br /> report, related documents, and a public presentation of its findings. <br /> There is no expressed or implied obligarion for the City of Decatur to reimburse <br /> responding firms for any expenses incurred in preparing proposals in response to <br /> this request. <br /> To be considered,ten copies of a proposal must be received by Leslie A.:�lbert, <br /> Fire Chief, 1415 N. Water St.,Decatur, Illi.nois 62�26 by 4:00 p.m. on 1��onday, <br /> �iovember 22, 1999. The City of Decatur reserves the right to reject any or all <br /> proposals submitted. Proposals submitted will be evaluated by the fire department, <br /> city staff, City Manager,Mayor and City Council. <br /> During the evaluation process the fire department reserves the right,where it may <br /> serve the City of Decatur's best interest,to request additional information or <br /> clarifications from proposers,or to allow corrections of errors or omissions. At the <br /> discretion of the City of Decatur, firms may be requested to make oral presentations <br /> as part of the evaluation process. <br /> The City of Decatur reserves the right to retain all proposals submitted and to use <br /> any ideas in a proposal regardless of whether that proposal is selected. Submission <br /> of a proposal indicates acceptance by the firm of the conditions contained in this <br /> request for proposals,unless clearly and specifically noted in the proposal submitted <br /> and confirmed in the contract between the-City of Decatur and the firm selected. <br /> 1 <br />
