oF'DFc
~ 9G
V A
'9
'/(L I N OS
October 25, 1999
 PUBLIC WORKS MEMORANDUM
NO. 99 - 63
MEMORANDUM TO: Honorable Mayor and City Council
FROM: Steve Garman, City Manager
Bruce A. McNabb, P. E., Director of Public Works
Keith D. Alexander, Lake Manager
SUBJECT: Lake Decatur Basin 6 Sediment Survey Proposal
In July of this year, the Council informally approved the Lake Decatur Dredging Plan
prepared by City staff. The first step of the Plan is to survey Basin 6 of Lake Decatur to
determine the quantity and physical characteristics of the Lake bottom sediments. This
information is vital to conduct the next Plan steps - determining sediment disposal site(s) and
purchasing dredging equipment.
Qualified engineering services firms and the Illinois State Water Survey, an agency of the
State of Illinois government, are capable of performing these types of surveys. The Illinois State
Water Survey was contacted by staff due to their sediment survey expertise. They have
conducted all of the past Lake Decatur sediment surveys in 1930-2, 1936, 1946, 1956, 1966 and
1983. Mr. William Bogner, a co-author of the 1983 study, is available to be the Project Manager
of the proposed new survey.
Per the attached proposal (entitled University of Illinois Standard Research Agreement No.
00-148) the Illinois State Water Survey, weather permitting, will survey Basin 6 next spring,
provide preliminary results by May 31, 2000, and provide a final report by August 31, 2000, at a
fixed cost of$22,117. This is considerably lower that the Dredging Plan estimate for this survey.
Current low lake levels prevent the possibility of beginning the survey this fall. Therefore,
staff recommends that Council approve the attached resolution.
attach: 2
cc: William Bogner, ISWS
