Smith, Water Production Manager <br /> SUBJECT: South Water Treatment Plant � <br /> Nitrate Design Engineering Services, City Project 9953 <br /> The City of Decatur has signed a Letter of Commitment with the Illinois Environmental <br /> Protection Agency (IEPA) to be in compliance with the 10 mg/1 maximum contaminant level for <br /> nitrates by April 15, 2001. The Mayor, City staff, and others met recently with representatives of <br /> US and Illinois EPA concerning the 10 mg/1 nitrate standard and the compliance deadline. <br /> Although EPA is willing to work with the City on meeting the compliance deadline, they will not <br /> change the 10 mg/1 standard. Therefore, the City should begin the design work for water plant <br /> equipment to reduce nitrate levels in the City's drinking water as soon as possible. <br /> Staff has negotiated an agreement with Black & Veatch for this project. A copy of the <br /> Agreement is attached. Black and Veatch was chosen for this work based on their design and <br /> subsequent work at the South Water Treatment Plant, and due to their ion exchange design <br /> experience (summary attached). <br /> The design work should take about 270 days (nine months) to complete and cost $640,000, <br /> which includes expenses. The majority of the funding will come from a $500,000 IEPA grant <br /> and the remainder and come from the South Water Treatment Plant Bond Fund. During the <br /> design period, City staff will work with IEPA to extend the compliance deadline. <br /> It is recommended by staff that City Council approve the attached resolution awarding a <br /> contract to Black & Veatch for the South Water Treatment Plant Nitrate Design, City Project <br /> 9953, and authorize the Mayor to execute the Agreement. <br /> attach.: 3 <br /> cc: Sam Wolfinbarger, Black&Veatch <br />
