I. INTRODUCTION <br /> Statement of Purpose <br /> The City of Decatur is issuing this Request for Proposals (RFP) for owner's <br /> representative services during the construction of the multi-modal transportation center in <br /> Decatur, Illinois. The City plans to contract with a single firm to conduct the following wark: <br /> 1. Inspect all phases of construction for adherence to the approved engineering and <br /> architectural plans and specifications; <br /> 2. Inspect all building materials when delivered for adherence to the approved <br /> engineering and architectural plans and specifications; <br /> 3. Review the qualifications of all construction firms and subcontractors; <br /> 4. Ensure that all applicable regulations (i.e. prevailing wage rates, DBE requirements, <br /> etc.) are met; <br /> 5. Review changes to the approved plans and specifications, as necessary; <br /> 6. Negotiate with the contractor(s) and subcontractors, as necessary; <br /> 7. Provide construction administration; and <br /> 8. Other tasks, as directed,to ensure that the building construction and site development <br /> of the multi-modal transportation center meets or exceeds the approved engineering and <br /> architectural plans and specifications. <br /> A Selection Committee will review and evaluate each proposal based upon the following <br /> criteria: <br /> l. The firm's demonstrated understanding of the Project and the work tasks; <br /> 2. The firm's approach to conducting the work tasks; <br /> 3. The firm's ability to complete the work tasks in a timely manner; <br /> 4. The firm's past experience with similar projects; and <br /> 5. The qualifications of the key personnel to be assigned to this Project. <br /> The cost to provide these services to this Project will not be one of the evaluation criteria. <br />
