CERTIFICATE <br /> I, Celeste F. Harris, do hereby certify that I am the fully qualified and acting City Clerk of <br /> the City of Decatur, Illinois, and as such City Clerk I am the keeper of the seal, records and files <br /> of the City of Decatur, Illinois. <br /> I do further certify that at a duly constituted and legally convened meeting of the City <br /> Council of the City of Decatur, Illinois, held on the 4th day of October, 1999, a Resolution was <br /> adopted in full accordance and confornuty with the City Code of the City of Decatur, Illinois, and <br /> the statutes of the State of Illinois, as made and provided, and that the following is a full, <br /> complete and true copy of the pertinent provisions of said Resolution. <br /> BE IT RESOLVED, BY THE CITY COUNCIL OF THE CITY OF <br /> DECATUR, ILLINOIS: <br /> Section 1. That the City of Decatur enter into a certain Downstate Public <br /> Transportation Operating Assistance Agreement, contract #2907, OP-00-08-IL, <br /> ("Agreement") with the State of Illinois in order to obtain grant assistance under <br /> the provisions of the Illinois Downstate Public Transportation Act (30 ILCS <br /> 740/2-1, et se�c.). <br /> Section 2. That the Mayor, or his designee, and the City Clerk, be, and <br /> they are hereby, authorized and directed to execute the Agreement on behalf of the <br /> City, and any such prior executions by said officers are hereby ratified and <br /> approved. <br /> Section 3. That the Mayor, or his designee, and the City Clerk be, and <br /> they are hereby, authorized to provide such information and to execute and file <br /> such documents as may be required to perform the Agreement and to receive the <br /> Grant. <br /> I further certify that the original of the complete said Resolution is on file in the records <br /> of the City of Decatur, Illinois in my custody. <br /> I do further certify that the foregoing Resolution remains in full force and effect and has <br /> not been rescinded, or amended or altered in any manner since the date of its adoption. <br /> IN WITNESS WHEREOF, I have hereunto affixed my official signature and the seal of <br /> the City of Decatur this day of October, 1999. <br /> CITY CLERK <br />
