Properties management has also expressed its commitment to cooperate with the City in all
educational and promotional efforts for this Multi-Family Housing Collection Initiative.
2.1 Collection
2.1.1 Proposed Containers: The City of Decatur will purchase 15 large-size, on-site recycling
containers from Fibrex (please refer to Appendix G for sample containers). Each recycling
container is made up of two parts, a fiberglass container with six compartments, and six collection
bins. Each compartment has six rubber flaps to protect the openin. Other features include ID
decals on the collection bins for the various recyc'.ables collected. The large fiberglass container is
made of 10% recycled clear glass and the bins are made of 100% recycled plastic. The two
reasons for choosing these containers are their design and their price. Design allowed for source ',
separation of recyclables when put out for collection. Collection and processing of
source-separated recyclables is easier and more efficient. The price of each container is 1,550
which was the most easonable pnce when compared to other multi-faxnily recycIing containers
that we researched.` The containe:s w-ill be delivered by the manufacturer at a cost oi85 per
bin. The containers will be de?iverea to the City ot Decatur's lunicipal Services Center and will
tl:en be set up on the sites by City staff
=.1.2 Proposed Collecnon Process: Each apartment compleY will receive one rec, aciin
containers, larer ones will rceive two. Containers will be placed at a central outdoor location, a
`recycling zone,' on the site of apartment comoleYesicondominiums owned by Swartz
Properties. Recyciing zones wiil be established in areas adjacent to pari{in lots and separate from
garaQe containers. Each rec✓cling zone wiil be marked with recycie zone signs that notify
residents of the droo-off location. Container lids will be secured to the containers. Residents ot
the compleses will place their cieaned and separated recyclables including paper, ass, plastics,
metals in the containers at the recvcling zone. Each container will be clearIy marked with a
recycle loo on the side to distinguish it from gardage containers. Landlords of apartment
comple:ces will be responsible for the supervision of the recvciin containers and insuring that they
are used properly, not contaminated or used ior garbage disposal.
