i
 •
COMMUNITY DEVELOPMENT MEMORANDUM
NO. 99- 232
September 15, 1999
TO: Honorable Mayor T M. Howley and City Council Members
FROM: James L. Willia ., City Manager /
Cecil A. Collins, ., Director of Com unity Development
Hala Ahmed, Environmental Planner
SUBJECT: Application for Illinois Recycling Grants Program ,
Staff requests the authorization of Council to apply for a recycling grant from the Illinois
Department of Commerce and Community Affairs (DCCA).
The Bureau of Energy and Recycling, DCCA, has grants available for the purposes of diverting
recyclable commodities from Illinois landfills, increasing the quantity of materials recycled in
Illinois, and increasing the self-sufficiency of the recycling industry. Grant funds are to assist local
governments, among others, with their recycling efforts in terms of purchasing project-related
capital equipment, development and distribution of materials designed to promote the recycling
program and educate participants.
The Department of Community Development would like to apply for a $50,000 grant for
expanding the current recycling program to include condominiums and apartment complexes.
This is part of the efforts of the planning division to provide recycling collection service to as
many Decatur residents as possible. The application deadline for the grant is October 1, 1999;
and the anticipated date of award is December, 1999.
Staff recommends approval of the attached resolution authorizing City Manager to apply for the
Illinois Recycling Grants Program—Round 18.
