, .
At the start of this project, both DUATS and WSA assumed that the current TRANPLAN model was
at calibration and ready to use, this unfortunately was not the case. WSA found that the overall level
of the calibration of the model is not within an acceptable range and will take an additional 240 hours
to complete. Of the twenty-nine(29)screenline and cutlines,ten(10)were within ten percent(10%)
of the ground counts. Fifteen(15)were under assigned and four(4)were over. The model needs
to be fully and completely calibrated before it can be used in the 2025 Long Range Transportation
Plan.
TRANPLAN is the model that is officially endorsed by Illinois Department of Transportation(IDOT)
which is the authority that initially developed the DUATS model a few years ago. IDOT is very eager
and would like to see this model up and running.
This item went before the DUATS Technical Committee on August 26, 1999 and the DUATS Policy
Committee on September 2, 1999 and was approved as submitted.
Staffrecommends the approval of the attached resolution authorizing the Mayor to sign the enclosed
addendum to the existing contract with Wilbur Smith Associates.
Attachments: 1.
