. . .
PURCHASING& INTERNAL SERVICES MEMORANDUM
#99 - 45
August 19, 1999
TO: The Honorable Mayor and City Council Members
FROM: James Williams, Jr., City Manager
Beth Couter, Financial Management Director
Deborah M. Perry, Pwchasing Supervisor.'
SUBJECT: UPS BIDS
Attached you will find a bid summary for a UPS backup system to be used for the City's radio
system in the event of a power failure.
The low bid of Sepco, Inc. does not meet City of Decatur specifications in two areas as follows:
Citv of Decatur Specifications Sepco, Inc.
- System continuous rating: 15kVA 12kVA rating
over the entire battery voltage range .
at specified output power factor.
Maintain output voltage within specified
limits at any load from full load to no load.
- Maintenance bypass switch. No service bypass panel
included.
The smaller kVA rating on the Liebert model that Sepco bid is a problem because there would
not be enough capacity to run the system when the power fails for the building and the radios.
In addition, a system with no bypass switch means that maintenance can only be done by shutting
the power down to the entire building.
The second low bid of D & B Power Associates Inc. meets the City of Decatur specifications in
the areas mentioned above.
It is staff recommendation to accept the bid of D & B Power Associates Inc. to furnish one (1)
American Power Conversion Silcon DP315E UPS backup system for$16,970.
