COMMUNITY DEVELOPMENT MEMORANDUM
NO. 99-196
August 12, 1999
TO: Honorable Terry M. Howley and City Council Members
FROM: James L. Williams, Jr., City Manager
Cecil A. Collins, Jr., Community D velopment Director
MForgey, Senior Planner
SUBJECT: Selection of Firm to Perform Planning Services for Update of
Comprehensive Plan
The five-member selection committee met on August 11, 1999 to receive presentations from the
three finalists who had been selected from a field of eleven qualified firms to perform planning
services to prepare the revised comprehensive plan for the City of Decatur. The finalists were
Gould Evans Goodman, a Kansas City-based firm;American Communities Parmership from
Columbus, Ohio; and Bucher Willis from St. Louis.
The process. The five member selection committee consisted of two City Council
members—Patrick Laegeler and Betsy Stockard, two members of the Plan Commission—Mike
Shampine and Lou Ann Jacobs, and Economic Development Foundation President Jackie
Goetter. They had previously reviewed and evaluated the written responses of all eleven firms
and narrowed the field to five firms. After very structured telephone interviews with these firms,
the field was reduced to these three.
Each finalist was given thirty minutes to make their presentations to the selection committee. All
three did a creditable job, but one clear choice emerged—Gould Evans Goodman. Principal Glen
LeRoy and Project Manager Wayne Feureborn gave an outstanding presentation. They eibited
an exceptional knowledge of Decatur, its economy, geography, and issues. They propose to use
the charrette method for obtaining effective citizen participation.
Recommendation. Staff requests that City Council authorize the City Manager to negotiate a
contract with Gould Evans to perform planning services leading to the preparation of a new
Comprehensive Plan for the City of Decatur. We further propose to schedule a study session with
City Council on September 13 to discuss the plan and Gould Evans' role in it.
