COMMUNITY DEVELOPMENT MEMORANDUM
NO. 99-184
7uly 27, 1999
TO: Honorable Mayor Terry M. Howley and City Council Members
FROM: James L. Williams, Jr.; City Manager _n
Cecil A. Collins, Jr.;Director of Comm niy DevelopmentC
Max Forgey, AICP; Senior Planner ''
Hala Ahmed, Environmental Planner .-Q,
SUBJECT: Authorization to negotiate a contract for Curbside Recycling Program
Staff requests the authorization of Council to proceed to negotiate a contract with Eddie Williams
of Suburban Disposal for the new Curbside Recycling Program.
The Department of Community Development has received two bids for the 1999-2000 Curbside
Recycling Program; by Suburban Disposal, and American Disposal, known locally as D &B
Refuse. Staff has forwarded to Council a memorandum detailing the bidding process as well as an
evaluation of the two bids received for the program. A committee has been formed for selection
review of the two proposals.
The contractor selected by the committee is Suburban Disposal. Reasons for selection included:
1. A wider range of recyclables collected. D &B have excluded magazines from the material
currently collected in the program while Suburban pledges to collect all recyclables in the
program, including magazines.
2. Lower price rates for performing the service. D &B Refuse proposes $1.75 chaxge for a
single unit per month;while Suburban offered to perform the service at $1.40 per unit per
month.
3. Ease of monitoring. The committee has decided, after visiting the two bidders' disposal
facilities, that monitoring the process operated by Suburban Disposal will be easier than the
one operated by D &B Refuse. This is because Suburban has a single facility for processing
recyclables (located in Warrensburg), while D&B has two facilities; one at Wyckles Road
and the other in Sullivan. A single, nearby facility would allow for more frequent visits to
monitor compliance.
