3.2 Contractor sha;l provide and furnish all labor, materials, tools, expendable equipment and <br /> supplies, vehicles, and transportation services. <br /> 3.3 Contractor shall establish `hard and fast' routes for collection that will enable residents to <br /> regulate themselves according to the process. Recyclable materials shall be collected from all <br /> participating dwellings on each collection route once each week, on the designated collection day. <br /> Contractor shall strive to be as consistent as possible in collection days and routes. This would <br /> also help in easily identifying areas participating in the program. <br /> 3.4 It shall be the Contractor's responsibility to design a collection strategy to efficiently <br /> encompass the City. It shall further be the Contractor's responsibility to design, print, and <br /> distribute a written letter to each household affiliated with the arrangement explaining the reason <br /> for the change in service and the day(s) collection will occur. The letter shall be distributed two , <br /> (2) weeks prior to the effective date of service change. Said letter and its distribution method axe �i <br /> subject to the City's approval. � � <br /> 3.5 Contractor shall furnish a sufficient number of vehicles and personnel to accomplish the <br /> work standards and in the time frames described herein, irrespective of adverse conditions, <br /> breakdowns, or similar hindrances. <br /> 3.6 All dwellings in the same collection route shall have the same collection day. Contractor <br /> may change the boundaries of any collection route by written notice to the City and to all <br /> dwellings affected by that change. <br /> 3.7 Collection of recyclable materials shall be made only during collection hours. Contractor <br /> shall advise dwelling residents to have recyclable materials placed at the collection point by 7:00 <br /> AM on the collection day for that dwelling. <br /> 3.8 All recyclables placed at the collection point shall be owned by, and the responsibility of, <br /> the residents of the dwelling so placing such recyclables until collected by Contractor, at which <br /> time the recyclables shall become the property of the Contractor. <br /> 3.9 Contractor is responsible for maintaining an adequate supply of bins and for delivering the <br /> bins to new service locations, residents who have requested additional bins, and to residents <br /> whose bin(s)were lost, damaged, or stolen; at no cost to the resident. Contractor bills the City <br /> monthly for the number of replacement bins that have been delivered. Replacement bins and bins <br /> for new service shall be delivered by the Contractor within a reasonable amount of time at no cost <br /> to the resident. Residents can have up to two bins per year for no charge including one <br /> replacement bin. If a resident requires more they will be charged the cost of the bin by the <br /> Contractor who wild notify the City, and provide name, address, and telephone rzumber of said <br /> resident. Information about the addresses to which bins have been delivered is supplied with the <br /> monthly bill. <br /> 3.10 Contractor sha11 use its best efforts and all due diligence, without charge to the City of <br /> Decatur or any resident of a dwelling, to obtain new recycling containers from the manufacturer <br /> 4 <br />
