� Monday through Friday to receive and respond to calls and letters from residents of the City relative to missed collection, or other complaints concerning collection of recyclable materials. 4.2 Contractor shall identify and notify the City of Decatur of the location, telephone number, and mailing address of its office, garage area, and any processing facility. Contractor shall publicize the name, address, and telephone number of the office in the local telephone directory. The telephone number shall be a toll-free number or a local number. The City or appointed representative reserves the right to visit and inspect such facilities. The Contractor shall also notify the City of its designated contact person(s) for the purposes of obtaining instructions, answering inquiries, and resolving complaints. Such person(s) shall be available for meeting, discussion, and problem resolution. 4.3 Contractor shall promptly investigate and courteously resolve all complaints including, but not limited to, missed pick-ups found to be valid within twenty-four(24)hours after a complaint or notification is received. In the event that this occurs on a day preceding a holiday or weekend, the complaint shall be serviced on the ne}rt working day. The Contractor and the City agree to jointly establish reasonable administrative regulations for the investigation and resolution of alleged pick-ups. 4.4 Contractor shall maintain a daily log of complaints received using a complaint form provided by the Recycling Coordinator pursuant to section 7.1 which shall include the name, address, telephone number, complaint, date of the complaint, Contractor's response, and date resolved. A copy of these complaints and their resolutions shall be given to the City at the end of each month. 4.5 If Contractor receives notice of a missed collection befor� 12:00 PM on the collection day for the dwelling so missed, the recyclable materials at that dwelling will be collected on the same day, provided that recyclable materials for a dwelling not placed at the collection point prior to 7:00 AM will not be considered a missed collection. 4.6 In the event of valid complaints for incidents besides missed pick-ups, but not limited to breakage of glass during collection, recyclables dropped during collection, and the like that aze not cleaned up by the crew, the Contractor shall immediately arrange for clean-up after a complaint or notification is received. The subject area must be cleaned up immediately and in no case longer than 24 hours from the time the incident is reported. 4.7 In the event of severe weather, collection of recyclable materials hereunder may be postponed at the discretion of the Recycling Coordinator after consultation with the Contractor. Postponement, if any, shall be to the next regular collection day or such other day which may be mutually agreed upon by Contractor and the City. 4.8 If a holiday prevents collection on any district collection day the recyclable materials shall be collected by Contractor on the ne�regular district collection day. Contractor shall notify all dwellings of this policy in the promotional and informational materials described in Section IX. 6
