Williams,Jr., City Manager
Bruce A. McNabb,P. E., Director of Public Works
Stephen P. Swanson, P. E., City Enginee
John A. Smith,Water Production Manger
SUBJECT: Process Safety Plan and Risk Management Plan
for the South Water Treatment Plant
It is required by the U. S. Environmental Protection Agency (EPA) that the City submit a
Risk Management Plan (RMP) for approval by the EPA. The RMP requires that the City have a
Process Safety Management (PSM) Plan in order to have the RMP approved. These plans are
required because the liquid chlorine stored at the City's South Water Treatment Plant is classified
as a toxic chemical.
The PSM addresses safety requirements of the Occupational Safety and Health
Administration (OSHA) associated with the handling and processing of the liquid chlorine stored
and used at the City's South Water Treatment Plant. The RMP required by EPA establishes a
written plan for the prevention and handling of any releases of the liquid chlorine. This includes
notification procedures to advise the plant personnel and the affected public.
The development of these two plans requires more time than City staff can commit. It is
for this reason staff requested proposals from seven consultants considered by staff to be capable
of providing the required services. Four firms submitted proposals for this work. Proposals were
received from Donohue & Associates, Illinois Power Company, Metcalf& Eddy and Northern
Environmental. Donohue & Associates was determined by staff to be the most qualified to
prepare the plans.
A service agreement to prepare the plans has been negotiated with Donohue & Associates
by staff(copy attached). Donohue estimates that both plans will be completed in about 8 weeks
and submitted for approval by the appropriate agencies. The cost of the services is not-to-exceed
the amount of$18,950.00. It is expected that approval will take some time for EPA to complete
because of the expected number of such plans that it will be receiving.
Funding for this project will come from the Water Fund.
