i • � <br /> ► <br /> The difference between the Engineer's estimate and the low bid was noted by staff. <br /> However, the unique type of work involved in this project makes it difficult to estimate. This <br /> relates to the contractor's production rate to remove the material, disposal locations and costs, <br /> and the corresponding traffic control costs. For this reason, staff does not consider the low bid <br /> unacceptable. This work should be done to restore the culvert to its full capacity. <br /> It was decided by staff to delay the award until a final determination could be made <br /> regarding the source of the sediment as staff suspected that it may have been the result of <br /> discharges directly from industries in the area. If an area industry or industries could be <br /> determined without question to have contributed to the problem, it was staff's position that an <br /> effort should be made for the responsible party(ies) to share in the cleaning cost. Arrangements <br /> were made for samples to be obtained and analyzed by a private testing firm. The report findings <br /> showed that given the time frame in which sediment had accumulated in the culvert, it would be <br /> extremely difficult to trace it to a single source. In addition, the report stated that the material is <br /> not hazardous. It was recommended that the material be treated as special waste to minimize the <br /> City's exposure to potential landfill contamination issues at some time in the future. Based on <br /> the findings and recommendations of the report, staff is at this time ready to proceed with the <br /> cleaning of the culvert. <br /> Bodine Services has been kept apprised of this project's status throughout the delay in the <br /> City making the award of a contract. Bodine is agreeable to performing the work for the original <br /> contract amount. <br /> Funding for this work will be from the Sewer Fund. <br /> It is recommended by staff that the City Council approve the attached resolution awarding a <br /> contract to Bodine Services, Inc., for the Jasper Street Box Culvert Cleaning, CP 9740A, as the <br /> lowest responsive, responsible bidder in the amount of their bid price of$67,450.00 and that the <br /> Mayor be authorized to execute the contract. <br /> City staff will be available to answer questions that the Council may have at the meeting. <br /> attach: 3 <br /> cc: Phillip R.
