PURCHASING& INTERNAL SERVICES MEMORANDUM
#99 - 34
June 30, 1999
TO: The Honorable Mayor and City Council Members
FROM: James Williams, Jr., City Manager
Beth Couter,Financial Management Director
Deborah M. Perry, Purchasing Supervisor
SUBJECT: PRISONER TRANSPORT UNTT BIDS
Attached you will find a bid summary for a prisoner transport unit to be used with a 1999 Ford
extended cazgo van which was received recently, and will be used as the new paddy wagon. The
unit is designed so it can be removed from a vehicle taken out of service and transferred into a
new one providing for many years of continued use.
The low bid of Ray O'Herron for the Havis Shield does not meet City of Decatur specifications in
the following areas:
Citv of Decatur Rav O'Herron
-The unit shall be made of - Consists of both aluminum and
aluminum and be a minimum steel construction.
of 1/8" thick.
- Door frames shall be durable -Door frames are constructed of
enough to withstand "kicking" steel with expanded metal screens.
by prisoners.
The combination of steel and aluminum can be a problem because the steel is furnished with a .
high gloss powder coat which can chip and scratch. This will make the unit harder to clean for
biohazard contamination. In addition, the steel will rust in time. Door frames made with
expanded metal will bow and dent easier than those made of a11 aluminum.
The Police Department sent personnel to Peoria, Illinois and St. Louis to view units made by both
manufacturers (Havis Shield and Mavron). It is their opinion the second low bid of Mavron, Iric.
for the Mavron unit meet City of Decatur specifications in the areas mentioned above.
It is staff recommendation to accept the bid of Mavron, Inc. to furnish one (1} 1999 PTX-300 _
UAl OT Mavron prisoner transport insert for$8570.
