Williams, Jr., City Manager
Bruce A. McNabb, P.E., Director of Public Works
Keith D. Alexander, Lake Manager
SUBJECT: Illinois State Water Survey Nitrate Monitoring Contract
The attached Resolution is for the approval of a contract with the Illinois State Water Survey
to continue nitrate monitoring from May 1, 1999, through April 30, 2000, in the Lake Decatur
Watershed for the seventh consecutive year. It also provides for the reporting and comparison of
these findings with the first six years of monitoring, with a report to be delivered no later than
September 30, 2000.
The monitoring will be beneficial to the City by indicating, to a limited extent, the impact
that watershed management techniques have on Lake Decatur nitrate levels, including Macon
County Soil and Water Conservation District efforts and the current IEPA/iJSEPA 319 nonpoint
source pollution control grant project.
Total contract cost is $36,036. Compared to the previous contract, the proposal is identical
in scope with a cost increase of 2.9% due to small increases in salary, wages, telephone and
vehicle operation. Funding is available in the approved Fiscal Year 1999-2000 Water Fund
Budget. City staff recommends that this contract be approved to continue monitoring the City's
watershed management nitrate reduction efforts.
 attach.: 2
