The revision and also decreases the Demolition and Construcrion line � <br /> budget by$50,000.from 3310.000 to$260,000. <br /> On Apnl 6, 1999, after negotiating an agreement for design services with the selecced <br /> architectural firm Blank,Wesselink, Cook B Assoc�ates(8WC), the City of Decatur <br /> reguested toncurrence for a cost-plus-fixed-fee contract not to exceed$99,887. At the <br /> same time,tt�e City submitted the required pre-award documentapon. The department <br /> has reviewed the documents and finds the submittat to be satisfactory, including <br /> revisions made to the proposed contract, required by its Apnl 28, 1999 memo on the <br /> subject. The department also finds the negotiated award to be fatr end reasonsble and <br /> therefore concurs on the propoaed award. <br /> BWC has indicated that approximatety flve peroent of thei�contraci will be subcontracted <br /> ' to a Disadvantage4 8usiness Enterpnse(D8E)conti"ector, in attempting to meet the <br /> DBE partcipaQon goal for this project Overall, the D8E participation goal for this <br /> transfer center pro�ect has been established as 12.t S°�. Please ensure that a OBE <br /> Participation Plan is maintained for the project, and that appropriate measures are taken <br /> dunng the construction bidding phase to meet thls goal. In add�ion to other required <br /> reports to the department,the City of Decatur will be responsible for obtaining repvrts <br /> from contractors and suppliers on their progresa in meedng contractual DBE obligations <br /> for the project. <br /> Please�eter to the enclosed checklist for IDOT post-award requirements.
